REQUEST FOR EXPRESSIONS OF INTEREST
The Government of Grenada (GOGR) in its efforts to increase productivity and the contribution of the agricultural sector to economic growth, rural poverty reduction and environmental sustainability has embarked on the Climate Smart Agriculture and Rural Enterprise Programme (SAEP). The Programme will be jointly financed by The Caribbean Development Bank (CDB) and the International Fund for Agricultural Development (IFAD). It will provide technical assistance and financial support to male and female farmers and entrepreneurs in poor rural communities in Grenada with a view to increasing their ability to own and operate businesses and/or take advantage of employment opportunities. It will also promote farmer adoption of new technologies and practices to build resilience to Climate Change and Climate Variability.
GOGR has received funding from the International Fund for Agricultural Development (IFAD) and the Caribbean Development Bank (CDB) to embark on a six (6) year (2018-2024) programme; the “Climate Smart Agriculture and Rural Enterprise Programme (SAEP)” and intends to apply a portion of the proceeds to eligible payments for which this invitation is issued.
This Call for Expression of Interest (EOI) is for a Consultant for the digitization of M&E forms and connection to MS Excel workbook for data collection for the Climate Smart Agriculture Rural Enterprise Programme (SAEP)
The consultant will digitize the M&E Forms and connect them to MS Excel Workbook for data collection for SAEP during the period May 4, 2020 to July 1, 2020.
The Government of Grenada, SAEP is hereby inviting EXPRESSION OF INTEREST from eligible qualified Consultants to indicate their interest in providing the services towards the digitization of M&E forms and connection to MS Excel workbook for data collection for the Climate Smart Agriculture Rural Enterprise Programme (SAEP)
Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services.
The short listing criteria: (1) Level of experience in the digitization of M&E Forms and connection to MS Excel Workbook for data collection; (2) Level of experience/declaration in conducting similar project/work or assignments; (3) Level of experience in analyzing large information set/data; (4) Level of experience in creating user friendly interfaces for database systems (5) Level of experience working with governmental organizations or rural development programs in the development of software or providing IT solutions; (5) Evidence of qualification and experiences (CV/Resume). (6) Level of experience in conducting training; (7) Evidence of working with similar projects
The Consultant will be selected under the Selection Based on Consultant Qualification Selection (CQS) Procedures in the Terms of Reference in accordance with the policies of the International Fund for Agriculture Development (IFAD) detailed in the policies for the selection and contracting of consultants financed by IFAD, Caribbean Development Bank and the Government of Grenada.

PURPOSE AND OBJECTIVE
The objective for this Consultancy is develop a simple system where the Current Physical forms currently used for data collection will be digitized and connected to an Microsoft office Excel Workbook which can be used in the field to store all relevant baseline and monitoring information on beneficiaries of the Programme. This will be crucial in providing information for the development of monthly, quarterly and annual reports and will ensure that the performance indicators of the system are monitored electronically.
The main purpose of the Consultancy is to digitize the M&E forms used by the SAEP Programme and connect it to a simple Microsoft Office Excel Workbook for data entry and storage:
The core objectives are as follows:
- To develop digitized versions of the M&E forms (Intake and Monitoring), connect to a simple central Excel Workbook which can be accessible at the SAEP Office by the M&E Unit, pilot test and provide support for the installation of the forms on the tablets to be used in the field (Grenada, Carriacou and Petite Martinique)
- To train the SAEP M&E Unit, Technical Unit and the key implementing partners (MOA, MCPMA, MCREFF, Service Providers-TAMCC, NEWLO, GNTA and GIDC) on the use of the digitized forms.

Expression of Interest (EOI) response (an indication of participation) must be delivered in a written format (CV and proposal)
