According to the Land Development (Control) Act 1968 and the Land Development (Control) (Amendment) Law 1983, permission is required to develop land. The word "development" encompasses building, engineering, mining or other operations in, on, over or under any lands as well as restrictions on changes of use of buildings or land and the subdivision of land The LAND DEVELOPMENT CONTROL AUTHORITY has a duty to consider all applications for permission to develop. In order to obtain permission, an application must be submitted to the PHYSICAL PLANNING AND DEVELOPMENT AUTHORITY which is the technical office of the L.D.C.A.
Use this service to develop new land to build assets and facilities such as roads, fences, wells, buildings both residential and commercial, and other facilities. Additions or changes to existing buildings require prior permission from the Ministry which assesses the ability of the infrastructure to withstand such changes and the forces of nature at work in the Caribbean that includes earthquake, tsunami, hurricane, landslide and others.
It is prudent to leverage the services offered by the Physical Planning Unit, Ministry of Finance to ensure that the building and changes to it are sound and can support the activities planned in them.
Kindly fill the forms provided; duly attested/validated by an accredited or certified Architect, Civil Engineer or Civil Contractor.
A technical officer shall schedule a visit and assess the property, existing infrastructure, the soil, location of the land and its proneness to flooding/landslides and other natural hazards, and shall make their recommendations.
Once the recommendations are completed, the file shall be circulated to the Grenada Planning & Development Authority (PDA) to seek their approval. Members of the LDA include members from the Ministries of Health, Tourism, Environment and others, and hence, it is prudent to ensure that the proposed development does not have a major impact on these fronts. Once approved, you shall be notified in this site. You can download the Certificate of Approval or visit the Physical Planning Unit to obtain a physical copy of the approval.
Subsequent to the approval, you would be required to commence and complete the development within the scheduled dates, within specified time margins. If the project does not commence or complete on time, a fresh form needs to be filed.

To expedite form processing, kindly ensure that ALL FORMS mentioned below are filled to completion. If you prefer to submit the forms physically, kindly do so by visiting the Physical Planning Unit (PPU) at the Nutmeg Complex in Kirani James Blvd., Tanteen, St. Georges. Forms submitted physically at PPU need to be in triplicate (3 copies) and be accompanied by a digital copy, whereas forms submitted online just needs to be in single electronic format.

Plan to include a location plan, site plan, floor, elevation and section plans, and structural/engineering plans. A topographical plan also be required.

- Fees to be made will depend on the type and nature of development. You can consult the Fee Schedule below. Once the amount owed is confirmed, please make the payment and upload your receipt for proof of payment.
- You can track the status of the Application online. Where additional information may be requested, the same shall be displayed to you after logging into the system.
- Once approved, the Status changes to Approved, indicating that a “Notice of Grant of Permission for Development of Land” is available for your use, to download, print and display at the site of development.
- Alternately, you can visit the Physical Planning Unit to obtain a physical copy of the approval.
