National Health Insurance

The Government of Grenada has taken the bold step to design and implement a National Health Insurance (NHI) program.This decision is a critical step in Grenada’s journey to Universal Health Coverage (UHC) and is also in keeping with the 2030 Sustainable Development Goals – Goal 3 – Ensure healthy lives and promote wellbeing for all at all ages.

At the heart of the Government’s plan for National Health Insurance is a clear desire to improve our health system’s ability to keep people healthy, provide the healthcare people need, deliver high quality services and to ensure the best health outcomes for all citizens.

Under the National Health Insurance program, all members of the Plan will be insured for a standard package of primary, hospital based health care services including diagnostics and pharmaceutical.  The benefits provided will cover preventive, promotive, curative and rehabilitative health services. It is important to note that emphasis will be placed on prevention of disease and promotion of health and wellness.

In implementing the NHI there are some important features of the system that must be in place to ensure the success of the program. Among them are the strengthening of the Primary Health Care services; the introduction of a transparent and efficient funding mechanism; robust legislative and regulatory framework and an efficient information technology (IT) platform.

The Government has taken several important steps towards the implementation of NHI. The University of the West Indies Health Economic Unit (UWI-HEU) has been contracted to give proposals on the basic package of PHC and hospital based services, the costing of these services the governance structure and   legislation that will guide the entire operations of the system.

Strategic partners in the implementation of the program are the Ministry of Health, the Ministry of Finance and the National Insurance Scheme (NIS).  Assistance is also provided by the Pan American Health Organization (PAHO) and the United Nations Development Program (UNDP).   The NHI Secretariat is currently based at the new NIS Building.
